The important significance of the “Regulations on Ecological Environment Monitoring of Jiangsu Province” (hereinafter referred to as the “Regulations”) was briefly described, and the main contents and characteristics of the “Regulations” were interpreted. The “Regulations” was formally implemented on May 1st, 2020. It is Chinas first local ecological environment monitoring regulation, and is also a specific measure to implement the Party Central Committee and the State Council to deepen the reform of the ecological environment monitoring system. The “Regulations” is divided into 6 chapters and 47 articles, focusing on the establishment of ecological environment monitoring quality management, monitoring agency supervision management, network management, pollution source monitoring, monitoring information disclosure and sharing, etc., clarifying unified supervision and management, and cracking down on monitoring data fraud, etc.. It is proposed to accelerate the completion of shortcomings in the construction of monitoring networks, grassroots monitoring capabilities, pollution source law enforcement monitoring, and social monitoring agency supervision, to ensure the authenticity and accuracy of monitoring data, and to promote the development of monitoring legally, scientifically and in a standard way.
