| 简述了建设项目竣工环境保护验收监测工作的发展历程，指出，《建设项目环境保护管理条例》（中华人民共和国国务院第682号令）的修订，对验收责任主体、验收行政许可、验收期限、验收监测单位及人员资质和验收信息公开等方面做出了新要求。提出，应以《建设项目竣工环境保护验收技术指南 污染影响类》为依据，做好验收监测方案编制、工况记录和报告编写等方面的工作，确保验收报告内容全面、准确，为项目验收提供有力的技术支撑和保障。 |

| Abstract: |
| This paper reviewed the development of the checking & acceptance monitoring of construction projects. The revision of “Environment Protection Administration Regulations for construction project” （Decree of State Council of the PRC, No.682）proposed new request for checking and acceptance from the aspects as are responsibility body, administrative permit, time limit, qualification of monitoring agency and personnel, and so on. In order to provide technical support and guarantee for the checking & acceptance of projects, we should get ready for monitoring programming, work condition recording, reporting and so on, based on 〖JP3〗“Technical Guideline for Checking & Accepting Environmental Protection Facilities in Completed Contaminative Construction Projects”. |
